1. Background

Save the Children, in collaboration with the Kaduna State Ministry of Education and other development partners, is implementing the Reaching Out-of-School Children (ROOSC) Project in Kaduna State. The project aims to ensure inclusive, equitable, and quality primary education for children and adolescents, particularly those who are currently out of school.

Despite Kaduna’s historical reputation as the “Centre of Learning,” the state continues to experience high numbers of out-of-school children, particularly girls, children with disabilities, and children affected by poverty and displacement. Challenges related to access, retention, completion, and learning outcomes are further compounded by limited teacher professional development opportunities.

Under Outcome 2 of the ROOSC project, Save the Children seeks to strengthen the quality of teaching and learning by enhancing teacher competencies and supporting continuous professional development through innovative delivery approaches.

2. Objective of the Consultancy

The objective of this consultancy is to engage an experienced education technology solution provider to design and implement an innovative teacher professional development solution that strengthens teachers’ capacity to deliver inclusive, learner-centred, and effective teaching.

The solution should support teachers in areas such as:

  • Foundational literacy and numeracy instruction
  • Inclusive teaching practices
  • Lesson planning and classroom management
  • Assessment of learning outcomes

The proposed solution may be digital, analogue, or blended, and must be accessible in low-resource education environments.

3. Scope of Work

The selected consultant will work closely with Save the Children and relevant education stakeholders to:

Co-Design and Localisation

  • Conduct a teacher-centred needs assessment to understand challenges and professional development needs.
  • Review existing ROOSC teacher professional development materials and identify gaps.
  • Collaborate with teachers and education stakeholders to adapt content suitable for local contexts.

Solution Development

  • Develop or adapt a professional development solution that enables ongoing teacher learning.
  • Ensure the solution supports inclusive pedagogy, lesson planning, classroom management, and formative assessment.
  • Design the solution to function effectively in low-resource settings with limited internet or electricity access.

Pilot Implementation

  • Pilot the solution in selected schools or learning centres in Kaduna State.
  • Provide orientation or training for teachers, headteachers, and Quality Assurance Officers (QAOs).
  • Collect user feedback and monitor implementation.

Monitoring and Iteration

  • Design mechanisms to capture user experience and measure effectiveness.
  • Work with Save the Children’s MEAL team to identify success indicators.
  • Refine the solution based on pilot feedback.

Capacity Strengthening

  • Build local capacity for sustainability of the solution.
  • Provide documentation and technical guidance for potential integration into state-led teacher development initiatives.

4. Expected Deliverables

The selected consultant will be expected to deliver the following outputs:

  1. Landscape Review and Teacher Survey Report
  2. Prototype / Minimum Viable Product (MVP) of the proposed solution
  3. Pilot Implementation Plan
  4. Pilot Implementation Report
  5. Scalability and Sustainability Plan

5. Implementation Timeline

The consultancy is expected to run for approximately 12 months, covering the following phases:

  • Phase 1: Inception, research and alignment (3–4 weeks)
  • Phase 2: Prototype development (4–8 weeks)
  • Phase 3: Pilot implementation (30–32 weeks)
  • Phase 4: Feedback and iteration (3–4 weeks)
  • Phase 5: Final reporting and scalability planning (4 weeks)

6. Eligibility and Experience

Interested organizations should demonstrate:

  • Proven experience in education technology, teacher professional development, or digital learning solutions
  • Experience working with education stakeholders in Nigeria or similar contexts
  • Strong technical expertise in instructional design, digital learning systems, or human-centred design
  • Capacity to implement solutions suitable for low-resource education environments

7. Evaluation Criteria

Proposals will be evaluated based on the following criteria:

  • Technical Soundness and Relevance – 30%
  • Innovation, Adaptability, and Usability – 25%
  • Implementation Feasibility – 20%
  • Institutional Capacity and Past Experience – 15%
  • Cost Effectiveness – 10%

8. Proposal Submission Requirements

Interested organisations should submit:

  • Technical Proposal outlining methodology and implementation approach
  • Company/Organisational Profile and relevant experience
  • CVs of key personnel involved in the assignment
  • Detailed Financial Proposal in Nigerian Naira (NGN), inclusive of all applicable taxes and fees
